Who in their right mind would write an academic paper on a methodology that allows governments to decide whether to keep or sell enclaves or islands that are part of their extended territories?

Governments don’t use logic to do anything. Sometimes they apply it after the fact, but only if they’re in some form of democracy and they haven’t yet figured out that nobody cares.

And that’s not a disadvantage because none of them use logic. In fact, using logic is a strategic disadvantage because it makes you predictable.
